7 ECONOMIC AND MONETARY UNION (EMU)
Экономический и валютный союз
Объединение стран-членов Европейского союза (см. European Union) на основе единой валюты и координации денежно-кредитной политики. Создание ЭВС - завершающий этап интеграционного процесса в Европе. Его начало было положено Маастрихским договором 1991 г., в котором были определены четкие критерии, которым должны были соответсвовать члены Союза: уровень инфляции ниже 3%, дефицит государственного бюджета не более 3% ВВП, государственный долг не более 6% ВВП. В 1998 г. одиннадцать из пятнадцати стран Евросоюза (кроме Норвегии, Греции, Швеции и Великобритании) объединились в валютный союз и учредили Центральный европейский банк. В 1999 г. была введена единая валюта евро как средство безналичных расчетов, а в 2002 г. - в качестве средства обращения внутри ЕС, что завершило процесс интеграции. 19 EUROPEAN MONETARY SYSTEM (EMS)
Европейская валютная система (ЕВС)
Структура, созданная в 1979 г. странами-членами ЕС для координации денежно-кредитной политики и регулирования валютных курсов. Основой системы был механизм стабилизации валютных курсов (exchange rate mechanism) и единая денежная единица ЭКЮ. При помощи механизма валютных курсов устанавливался паритет той или иной валюты, выраженный в ЭКЮ, а взаимные курсовые колебания ограничивались пределами паритетной сетки (parity grid): рыночные курсы валют не могли отклоняться от паритета более чем на 2,25% в ту или иную сторону (в исключительных случаях - на 6%, а в последние годы существования системы - до 15%). Как только курс валюты какой-либо страны приближался к своему предельному значению, срабатывал индикатор отклонения (divergence indicator), сигнализируя центральному банку страны о необходимости начать валютную интервенцию или принять соответствующие меры внутри страны (например, изменить процентные ставки) для стабилизации курса. Конечной целью ЕВС было создание Экономического и валютного союза (см. Economic and Monetary Union). Первый этап его формирования (1990-1993 гг.) завершился отменой сохранявшихся ограничений на свободное перемещение капитала, усилением координации экономической политики государств-членов и более тесным сотрудничеством центральных банков. В начале второго этапа (1994 г.) приступил к работе Европейский валютный институт (см. European Monetary Institute), который ставил перед собой цели укрепления сотрудничества между центральными банками и координирования валютной политики стран-членов, установления контроля за функционированием Европейской валютной системы, урегулирования проблем, которые ранее (до введения евро в 1999 г.) находились в ведении Европейского фонда валютного сотрудничества (European Monetary Cooperation Fund), в частности - накопление валютных резервов для стабилизации валютных курсов и финансирования дефицита платежных балансов. На смену Европейскому валютному институту пришел Европейский центральный банк (см. European Central Bank), который осуществляет денежно-кредитную политику еврозоны, устанавливает процентные ставки и выпускает валюту евро.
